The supplies are really inexpensive, and you can get the paint sticks for free at some hardware shops.

To make the paddles, break a paint stick in two (or you can use a large lolly stick) and glue it to the back of a paper plate.

You’ve got yourself a balloon racket! All you need now is a balloon to get the party started.
